OSAKA - The Philippines has expressed its support for the nomination of United States’ Treasury Undersecretary David Malpass as the new president of the World Bank, citing his leadership as a good opportunity for the multilateral institution to work closely with the Asian Development Bank (ADB).

Finance Secretary Carlos Dominguez III said with Malpass leading reforms from the World Bank, a close collaboration of the bank with ADB would be the best answer to respond to the global financial reform agenda in the Asia-Pacific region. This will also allow both institutions to build on each other's strengths.

In a phone conversation, Dominguez informed Malpass of his proposal to the ADB to “reinvent itself and to realign its programs to meet new realities,” which the Finance chief first broached when he was in Yokohama, Japan for the ADB’s 50th Annual meeting in 2017, and again when he was chairman of the Bank's Board of Governors for the 51st Annual meeting in Manila last year.

Dominguez said the center of gravity has now shifted decisively to Asia and its economies are now the principal engines of growth in the global economy.

He said a good opportunity exists for the World Bank and ADB to collaborate closely in the Asia-Pacific region given ADB's "operational efficiencies and strong balance sheet, its in-depth knowledge and understanding of the region and the culture of its people because of its proximity, its sensitivity to the unique development needs of the region, and as a trusted brand in infrastructure finance.”

“I want to congratulate you on your nomination and to let you know that we fully support your candidacy as president of the World Bank,” Dominguez told Malpass through a telephone call.

Malpass thanked Dominguez for his support and said he was looking forward to have further discussions with the Finance chief on the Philippines’ development agenda.

The Philippines’ expression of support for Malpass is among the first from a developing country. Dominguez currently serves as the governor for the Philippines in the Board of Governors of the World Bank Group.

Malpass, the US treasury undersecretary for international affairs, is American President Trump’s nominee as World Bank president, replacing Jim Yong Kim, who resigned last month.

During their brief phone conversation, Dominguez also pointed out to Malpass that in October last year, the G20 Eminent Persons Group (G20 EPG) “also noted that the multilateralism of the past is no longer fitted to the current and future challenges of the global financial system.”

Perhaps, this present system lacks coherence, joint capacity and effectiveness to support the most fundamental goals in global development and financial stability. It must be brought up to date to again align itself to the realities of the new era,” Dominguez told Malpass.

According to Dominguez, the G20 EPG report stressed that the central challenge is to create “a cooperative international order – one that is multipolar and decentralized in decision, yet more interconnected and with more challenges ahead that are much larger and more pressing than we have seen in decades.”

With these realities now facing the World Bank, Dominguez said Malpass’ nomination is fitting and appropriate.

“Frankly, I think, Mr. Malpass, your candidacy to lead the World Bank Group at this time is most appropriate and definitely we will be supporting your candidacy,” Dominguez said.

Malpass, in response, welcomed what he described as “good ideas” put forth by Dominguez, and said he was looking forward to working with the Finance chief on these concerns.

“I had the opportunity to talk to (ADB) President (Takehiko) Nakao and so we had quite a conversation on this and I look forward to working with you on these issues,” Malpass told Dominguez. END

DOHA 04 March 2019 —The Philippine Embassy in Qatar launched its year-long campaign on health and wellness through a lecture entitled “Women’s Health and Feminine Hygiene” for distressed overseas Filipino workers (OFWs) at the Overseas Filipino Workers Resource Center on 22 February 2019.

In his welcome remarks, Consul General Roussel R. Reyes explained the important role of women and young girls in the society. He also emphasized that women in the pink of health are basically the cornerstone of a successful society.

The lecture was designed to raise awareness on women’s health, instill self-love, and correct wrong beliefs and practices on personal hygiene among OFWs. The lecture was conducted by Dr. Veronica Cristina Brillantes-Macaraig, a Qatar-based Filipino doctor and an active partner of the Embassy in carrying out its mandate to uplift the quality of the lives of Filipinos in Qatar.

The lecture was conducted under the auspices of the Embassy’s gender and development program. END

DOHA 04 March 2019 — The Philippine Embassy in Doha participated in Qatar’s Cancer Awareness Day campaign, organized by Qatar Cancer Society, at Baladna Park on 22 February 2019.

“Together, cancer can be fought through educating  and empowering, while also supporting individuals living with cancer in addition to engagements in professional development and scientific research in the field of cancer,” Ambassador to Qatar Alan L. Timbanyan said.

The Embassy took this opportunity to promote Philippine tourism, and introduce Filipino alternative medicine and its modalities as a mode of relief for basic ailments.

It has partnered with the Qatari goverment through the Qatar Cancer Society in its vision to take the lead in cancer  prevention and control. END

DOHA 28 February 2019 – The Philippines and Qatar successfully convened the fourth Philippines-Qatar Joint Committee Meeting on Labor Matters (PH-Qatar JCMLM) on 19-20 February 2019, which aims to constructively discuss labor concerns and issues affecting Filipino expatriate workers in Qatar, including how to further improve their welfare and protect their rights.

Qatar’s Ministry of Administrative Development, Labor and Social Affairs (MADLSA) hosted the visiting delegation from the Department of Labor and Employment (DOLE) to the two-day meeting.

DOLE and MADLSA covered agenda items such as the full implementation of Qatar’s Wage Protection System, joint bilateral mechanism on labor dispute resolution, minimum standard for employment contracts of household service workers, clarifications on the abolition of exit permit for expatriate workers, clarifications on the implementation of Qatar’s Workers’ Support Fund and Insurance Fund, set up of Qatar’s visa processing centers in the Philippines, and initiatives in combating human trafficking.

The 4th PH-Qatar JCMLM culminated in the ceremonial signing of the Records of Discussion, which will serve as the take-off point for the next JCMLM to be hosted by the Philippines. The 3rd PH-QA JCMLM was held in Manila on 9-10 April 2017.

Also joining as part of the Philippine delegation were Ambassador to Qatar Alan L. Timbayan, OWWA Deputy Administrator Josefino I. Torres, POEA Deputy Administrator Aristodes R. Ruaro, DOLE-ILAB Director Alice Q. Vicperas, Labor Attaché David Des T. Dicang, Third Secretary and Vice Consul Benjamin A. Celedio Jr., and Welfare Officer Evelyn Laranang.

The Qatar MADLSA contingent were also composed of Director Saleh Said Al-Shawi of International Cooperation Department, Director Fahad Dafer Al-Dosari of the International Labor Relations Department, Director Fawaz Mohanned Al-Rayis of the Recruitment Department, and Director Abdullah Mubarak Al-Dosari of the Labor Relations Department.
