Filipinos, foreign nationals, and commercial entities wishing to bring live animals (such as pet dogs and cats) into the Philippines would need to secure a Sanitary and Phytosanitary Import Clearance (SPSIC) before traveling to the Philippines.

Applications for SPSIC are to be done by the client-applicant ONLINE at InterCommerce Network Services (INS), the authorized service provider, through its website HERE

To complete the application, fill out the applicable Affidavit of Undertaking:

1. Affidavit of Undertaking for Filipino Importers of Live Animals
2. Affidavit of Undertaking for Commercial Importation of Live Animals
3. Affidavit of Undertaking for Foreign Importers of Live Animals

Attach the documentary requirements enumerated under Paragraph 2 of each Affidavit and have the Affidavit notarized at the Embassy of the Republic of the Philippines in Doha.

Client-applicants are also advised to check airline rules on the matter.
